Luckily, their problems with crime are generally out of the view of tourists — the downtown quarters, although rowdy, are generally quite safe. Their homicide statistics peaked in 1994, and ever since then have been declining, but they still bear the dubious honor of being called the ‘Murder Capital of the United States’.
