Ilocos Empanadas

Ilocos empanadas are named for Ilocos, a region on the west coast of Luzon Island. The region still retains plenty of landmarks from their time as a Spanish colonial city, and it’s easy to see the Spanish influence on their food scene.

Ilocos empanadas resemble Spanish or Mexican empanadas, except instead of being made with a corn or wheat flour wrapping, their crusts are made with rice flour. There are two different types of empanadas served in Ilocos, depending on whether you’re in Batac or Vigan. Both varieties contain grated green papaya, vegetables, egg, and often spicy sausage.
